 MEMORANDUM FOR THE ASSISTANT DEPUTY DIRECTOR FOR SCIENTIFIC AND
 TECHNICAL INTELLIGENCE
 SUBJECT:   SUN STREAK Operational Report - 8908   (U)
 1.   (S/NF/SK)   Eleven remote viewing sessions were conducted
 during the period of 2 March 1989 to 6 March inclusively in an
 effort to determine the scope and nature of an event identified
 as "4 April  1987 - 1830 hours."
 2.   (S/NF/SK)   There is strong correlation among the remote
 viewers that the  issue   of  interest surrounding the target
 expressed as "4 April   1987 - 1830 hours" is a meeting of several
 personalities from different nations in a city with a European
 flavor.   The meeting is conducted under the "unofficial" sanction
 and aegis of highly-placed civilians and implemented by military
 or military-related executives.   The purpose of the meeting was
 to plan,  implement and monitor an activity that proved to be
 financially and politically successful to the proponents of the
 meeting.   The element of "plausibility for denial" was
 incorporated in this scenario to preclude the possibility of
 compromise.
 3.   (S/NF/SK)   Further refinements related to the target are
 highly varied and represented in the following summaries:
 a.   (S/NF/SK)   Remote Viewer 003 indicated that several
 people of various nationalities met to conduct a secret meeting
 to plan   implement and monitor activities of mutual  interest.
 There appeared a  "sense of contentment as to the results achieved
 thus far."   The US was not involved "as an actor.... but as one
 acted upon."   Results of the activity were not beneficial to the
 interests of the US.   The final culmination of the meetings
 resulted in the  "transfer of a  "large volume of some thing",  a
 sort of bulk transfer of highly desirable material  from one place
 to an other.

 b.   (S/NF/SK)   Viewer 095 perceived a hotel or office-type
 structure with an old European flavor.   095 perceived some form
 of government sponsorship taking place in a "non-government"
 building.   A middle-aged dark haired man appeared to be of
 interest.

 c.   (S/NF/SK)   According to Viewer 025,  a sense of
 "registration/registered" was associated with the target building
 that was located in a city area with buildings and water nearby.
 Several people of different nationalities met on 4 April  1987 at
 1830 hours to plan, monitor,  and possibly prevent the occurrence
 of an incidence "such as Chernobyl."  Cyprus as a country plays
 a monitoring role.   An area in the Middle East appears to be of

 d.   (S/NF/SK)  Viewer 079   perceived the target date and time
 to refer to an unofficially sanctioned., clandestine-type
 meeting, convened to plan and conspire against  "small, third-
 world" countries.                            The meeting took place with the approval of
 "high ranking civilians" for implementation "by military
 managers."   The results of the proposed activity was highly
 successful and reaped political and financial benefits for the
 proponents of the meeting.   The following names surfaced
 phonetically as being associated with the activity:   "Swatcho-
 Duncan-Alle Andrea-Smoll."
 e.   (S/NF/SK)   Viewer 011   described the meeting as one
 having taken place in secrecy between two parties  (countries)
 of opposing ideologies.     Representatives perceived as high
 ranking officials,    agreed to operate  in a clandestine manner
 within one another's territory regarding an  issue of mutual
 interest and concern.
 4.   (S/NF/SK)   OPERATIONAL COMMENTS:   There appears to be common
 agreement among the viewers on the nature of the activity,
 readily and generally described as an unofficial,  behind-the-
