monitor's preconceived notions or analyses overlaying (psychically)
the intelligence agenda?

Session started out with strong AOL of boat marina like at
Annapolis, and of a boat moored alongside a pier. Coordinates
retaken, providing concept of an area suggestive o+ industrial
and urban--many structures of differing heights jumbled together;
associated with terrain undulations as if built in a hilly area.\
Site is definitely not-US. There is a sense that there is one
particular person here of interest. He seems to be male, stocky,
tanned of dark complected, with a bushy mustache. Reminds me of
Alex Tannous in appearance. Person is physically within the

limits of the site, and seems to be the same as everyone else
(i.e., a citizen or natural inhabitant) but has other goals and -
agendas from the normal people here. In a way, he feels himself-.
as- different from the others in some way--attitudinally or
philosophically or motivationally or intellectually, or all of
the above. In the past, this person has left the place where he
lives "like" he's going abroad to school to later return and work -
and develop his own place in the society. It's as if he goes
from a 3d world country to the US for a course of study to take
bacI.: learning techniques and ideas and so forth to his country to
develop things. There is a sense of violence involved with the
school, suggesting the idea of terrorist training camp. This
person is perceived as walking around observing things, willing-- .
to learn, feeling a little bit overwhelmed. The teaching is
confrontive, authoritarian in presentation. Much like the
attitude with which a special ops training course is conducted.
Lots of hands-en sort of training, with practical exercises
involving materials and gadgetsitools/equipment. Reminds me in
some ways of a specialized art school, but more technically
involved and "practically" applicable. To get in you have to
know someone, have past experience, and show aptitude, with the
correct ideology and mindset. Doesn't cost. Prestige involved.
Fraternity sense about it--elitism. Dut guarantees necessary ..... -
it's like they have to have some sort of "strings" attached to
protect their investment, before they feel confident in letting
you come. They have a lot invested, and alot to lose and want
some sort of guarantee of return and confidentiality. Operation
is shadowy, covert, non-public. To get in you make private
inquiries or are approached by "talent scouts". Either way no.
direct contact at first, then contacted by "agents," then wheels
are cautiously set in motion. The idea of "school" is not a
precise description. It is a little, more nebu1ous-7more
decentralized, without a concentrated "campus" area. A building
here and there, unidentified as connected, scattered throughout
an urban area. On-site exercises are involved, some even having
real-life applications and results (like SF confidence targets).
It like it's all here and normal life goes on all around it.

been around for a long time in one form or another--it's like it

organization that is fluid and amorphous and relatively informal -
except. where security of success of the organization and
operations are threatened, then no mercy +or mistakes mac.
Organizational goals seems to be to benefit itself
materially, particularly the people in control, but it is
recognized that the "foot soldiers" must be well rewarded to keep
the system working. it "like" a cancer that appropriates all
the nutrients meant for the healthy cells and body functions for
itself. Involves not just material rewards but power and
