 Subject:   Task for FY 1988
 1.    As agreed in our conversation on 29 October, this memo specifies what I believe
 should be done during FY 1988 that will maximize the probability for continued
 funding in FY 1989 and 1990. As it will be accomplished using USAR&D funds, it
 will be necessary to acquire the approval of Colonel McNelis.
 2.    The following items, while not currently specified in the SOW, can with only minor
 alterations be incorporated as part of that SOW. The alterations I suggest are being
 made for several reasons. The first is that the project's continued financing demands
 that applications of remote viewing be demonstrated now, rather than in the fifth
 year of the current program. Additionally, the DIA's continued support requires a
 demonstration that the issues that have been researched over the past 8-10 years are
 now ready and can be used by DIA to improve and sharpen the skills of the DIA
 personnel. The feeling being that if we are unable to successfully demonstrate that
 certain aspects of the remote viewing phenomenon are better understood now than
 they were 8-10 years ago the wisest thing to do would be to discontinue our
 applications research for 15-20 years while some advances in the basic research are
 made which would make our intelligence gathering applications research more
 fruitful.
 3.      The following experiment is suggested:
 a.    Apply SRI's best screening and selection methodology to a large population of
 DIA and other DoD employees and identify a cadre of those showing the
 greatest potential for doing remote viewing. This should be completed by the
 end of the first quarter, FY 1988.
 b.    For those selected a short orientational training session would be conducted
 by SRI staff, which would include a number of practice sessions. This should
 be completed by the end of the second quarter, FY 1988.
 c.    The group would then be given a series of targets and their performance
 scored and statistically evaluated. Those that succeed would pass to the next
 stage. This should be completed by the end of the second quarter, FY 1988.
 d.    The final stage would consist of a series of real intelligence sites and the
 attempt would be to both describe the sites, using remote viewing, and, if
 possible, provide new intelligence.  This should be completed by the end of
 the third quarter, FY 1988.
 4.       It should be noted that perfection is not anticipated on any of the above tasks nor is
 that the goal.  What will be shown is that some progress has been made over the

 years in each of the categories (screening/selection, training, RV performance,
 evaluation, operational RV). It will also show where our flaws are and which areas
 need further work and how much work remains to be done, and in so doing provide
 decision makers and potential sponsors with a very accurate assessment of exactly
 where we are with regard to applying remote viewing to intelligence collection.
 5.    If time and staff permit, it would also be impressive to show that not only is the
 statistical analysis indicative of psychic performance but also apparent when
 compared to a control group.
 6.    To conclude, given that the experiment is successful a presentation will be given to
 decision makers and financial managers during the first month of the fourth quarter
 of FY 1988. If funding is still not provided, at least, you have given it your best shot
 and will have developed a package of data that can be shown to new or potential
 clients.
