Open AI Summary

Summary:

The document describes the Joint Service Grill Flame program, which aims to assess the operational parameters and threat of psychoenergetic phenomena to national security. The program requires a budget of at least $450K per year, but only $390K is currently allocated. The Defense Intelligence Agency (DIA) will prepare a Joint Service contract for the first year while additional funds are secured. Contracts will be established to investigate psychokinetics. The DIA will issue contracts and chair the Grill Flame Committee, while the Army and Air Force will contribute to contract development and provide funds. The Committee will review requirements, prepare contracts, provide expertise, and allocate funds. A primary contract monitor will ensure data sharing, relay guidance to contractors, and report results. The document notes the need for responsiveness to participant and governmental inquiries.
