 General Counsel Review of Human Use Consent Form
 1.   (C)   On 10 May 1985 I provided                        Office of  SG1J
 DIA General Counsel a copy of the revise        STREAK Human Use
 Consent Form.   He read it in my presence and commented that "It
 looks      good  to me."   I  then  added  the  rationale  behind the
 wording of paragraph       la,  and reiterated my position  that  SUN
 STREAK  constituted  experimentation  IAW Procedure         13, DoD
 5240-R,         and not human research  IAW DoD directive   6002.4
 agreed but also wrote down the Directive name.                 SG1J
 2.   (U) 1      ::1 stated he would prepare a memo that would
 acknowledge his approval of the form.   That memo would be ready
 in two weeks.   He agreed that the consent form now signed was
 sufficient.
 3.   (U)   I administered the briefing certificate to                     SG1J
 There was no problem in obtaining his signature.   He did ask me
 if the document required any special handling.   I explained the
 SAP procedures  and  told  him  that  the  document did  not  need
 separate storage facilities.
