 SUBJECT:   (S/CL-2/NOFORN)   Transfer of CENTER LANE to DIA
 Activities
 ISSUE.   (S/CL-2/NOFORN)   To provide the ACSI with a chronology
 of  actions  taken  to  transfer  the  INSCOM CENTER  LANE  Project
 (ICLP) to DIA.
 FACTS.
 1.  (S/CL-2/NOFORN)     The CC, USAINSCOM announced his decision on
 13  July  1984  to  discontinue  INSCOM's  involvement  with
 psychoenergetics  research  and  operations,  and  transfer    ICLP
 operations  to DIA  and     technology  extension to the  US  Array
 Medical Research and Development Command   (USAMRDC).  Since that
 decision,  the ICLP Manager  has worked  with  DIA  to    transfer
 operational functions.      Key dates   in that transfer process are
 listed below.
 a.   (S/CL-2/N0FORN)   17 July 1984 - CG, USAINSCOM notified
 ACSI of decision and intent to transfer functions.
 1).  S/CL-2/NOFORN)    20 July 1984 - INSCOM meets with DIA and
 GDIP officials to form basis for new integrated program.
 c.   (S/CL-2/NOFORN)   1 August 1984 - ACSI notified Secretary
 of the Army of intent to cancel program and sought approval to
 transfer functions.
 d.   (S/CL-2/NOFORN)   1  August  1984  -  ICLP  personnel  meet
 with MG Rapmund,  USAMRDC to discuss new program.
 e.   (S/CL-2/NOFORN)   23 August  1984  - Secretary of  the Army
 authorizes transfer of operational aspects to DIA and technology
 extension to USAMR.DC.
 f.   (S/CL-2/NOFORN)   10 September 1984 -  ACSI notifies CG,
 INSCOM of  Secretary  approval  to   cancel  program and  transfer
 functions.

 g.   (S/CL-2/NOFORN)   26 September  1984 - CC,  TNSCOM approves
 MOA that will transfer (PCS) ICLP to DIA.
 h.   (S/CL-2/NOFORN)   4 October.  1984 - ACSI approves MOA and
 authorizes attachment action if necessary.
 I.   (S/CL-2/NOFORN)   10 October  1984  - MOA transmitted to
 DIA for formal review and approval.
 j.   (S/CL-3/NOFORN)   19  November  1984  - GDIP/DIA  request
 attachment vice transfer because of lack of GDIP spaces at DIA
 and  Congressional  prohibitions  on  use   of  CDIP spaces for  a
 psychoenergetic program.
 k.   (S/CL_2/NOFORN)   11 December 1984 - CC,  INSCOM approved
 attachment concept.
 l..  (S/CL-2/NOFORN)   21 December 1984 - CC,  INSCOM notifies
 ACSI of attachment and change in date of OPCON.
 M.   (S/CL-2/NOFORN)   10 January 1985 - HUMINT Committee,  IC
 Staff briefed on new DIA integrated psychoenergetic program.
 n.   (S/NOFORN)   18-31 January 1985 - Revised MOA coordinated
 with GDIP and DIA.
 o.   (S/CL-2/NOFORN)   23  January  1985  -  MG  Lary,  Senior
 Military Assistant to the Deputy Secretary of Defense briefed on
 new DIA program.
 p.   (FOUO)   4 February 1985 - Revised MOA formally staffed
 through HO, INSCOM for CC,  INSCOM approval.
 2.   (S/CL-2/NOFORN)   The dates and activities listed above are
 considered key events.   Since July 1984, numerous and continuous
 meetings with DIA action officers have taken place to affect the
 transfer with the least disruption to ICLP training.
