 SUBJECT:   CENTER LANE Briefing to IC HUMINT Staff (U)
 1.   (S/CL-2/NOFORN)   On 10 January 1985 DT-DIA will present a
 briefing  to  the  Intelligence  Community  (IC)            Human Resources
 Intelligence   (HUMINT)   Staff  on  the  DoD  psychoenergetic
 intelligence program.      Dr. Vorona has requested CENTER LANE (CL)
 participation in the briefing to present  information on remote
 viewing as an intelligence collection technique and to represent
 the collection division of the new DIA psychoenergetic program
 at  the  briefing.  The    CL portion of  the  briefing will  be
 approximately 30 minutes and will include a short history of the
 development of the INSCOM program and a review of six collection
 projects.
 2.   (S/CL-2/NOFORN)   In  response  to  a request by  BIG Hyman,
 DAMI-IS,  OACSI,  for  an  update on CENTER  LANE  activities  in
 preparation for   the  IC  HUMINT  Staff  Meeting,  MAJ  Rawley,
 DAMI-ISH  requested   and  received  a   status report on  the
 attachment  of CL to DIA.   On  2  January 1985,  LTC Buzby,   CL
 Project Manager, informed MAJ Rawley of the CL participation in
 the 10 January 1985 briefing.   Since the briefing is in support
 of the transfer of CL to DIA,   authorization to participate   in
 the briefing is  contained  in the 10 September  1984  letter  from
 ACSI to CG,  INSCOM, that permits direct coordination with PTA to
 affect the transfer (Intl 1).
