 (U)   DISCUSSION:
 (S/CL-2/NOFORN)   On 26 September 1.984, the CG INSCOM approved an
 a

 MOA that would transfer    the  ICLP    to DIA with an effective date of  1

 January 1985      (Blue TAB B). The MOA had as its  intent    a total  trans
 of  personnel,  operations,  equipment,  and  responsibility.   The   ACST
 approved the MOA on 4 October        1984,  and authorized a detailing action
 for a period of one year,     if necessary   (Blue  TAB  C).   The MOA was
 delivered to DIA for review and coordination on 10 October     1984.

 preparation  of the MOA,  the  ICLP   Manager  met with  DIA officials  to
 discuss  the transfer.   On 19 November  1984,  the  ICLP Manager  learned

 transfer action at this time and therefore could not agree to the terms

 Staff, or LTG Williams,  Director,  DIA, would contact MG Soyster "in  the
 near  future" to discuss the  concept of  temporary detailing  vice  the
 total  transfer  of  ICLP at  this time.   The  ICLP Manager  informed  these
 DIA personnel,   who  supported  a   detailing  position,  of MG  Soyster's
 strong desire to effect a total transfer.       The ICLP Manager briefed COL
 Kirk and MG Soyster on these developments on 20 and 21 November         1984,
 respectively.
 c.   (S/CL-2/NOFORN)   As of 6 December 1984, DIA still  intended to
 request a detailing action.   The memorandum at Blue TAB D explains the
 basis for the DIA decision, provides rationale for a detailing action,
 and  addresses  the  impact a detailing  action will  have  on  INSCOM
 resources.
 d.   (S/CL-3/NOFORN)   Recommend  that  CG INSCOM approve  the  DIA
 request   to  detail  INSCOM  personnel to    perform  psychoenergetic
 intelligence collection and counterintelligence activities.     The impact
 on INSCOM resources will be the loss of two TDA spaces for the period of
 the detail and administrative costs    (civilian salaries, word processing
 equipment maintenance,   and equipment  rental)  that are estimated to be
 $60,000 for the remainder of FY 85.
 (Ti)  WHAT THIS ACTION WILL ACCOMPLISH:
 a.   (S/CL-3/NOFORN)   Transfer  the  responsibility  for all  Doll
 psychoenergetic activity to DIA.
 b.   (S/CL-3/NOFORN)   Satisfy  the  requirement  to  cancel  INSCOi's
 involvement in psychoenergetics IAW the directive of CG INSCOM.
 c.   (S/CL-2/NOFORN)   Permit the  Intelligence Community to continue
 to   use  a  proven  team  of  highly  qualified professionals  in  the
 application  of  psychoenergetics    as an   intelligence  collection  and
 counterintelligence tool.
