 as  a  concept  paper  and  gives USAMRtJC  a  charter  to perform RED  to  validate  the
 psycr~oenergetic phenomena.  The concept provides far the use of operational personnel
 to support the Fd&D effort; however, there are r-ao USAMRDC requirements for full time
 assignrrrent of military intelligence personnel to USa~~3DC ~ta sup~~ort the R1~D effort.
 d.  (S/CL-2/NOFORN)  Discussions to date with DIA indicated treat the new UaD
 psychoenergetic effort will operate under strict security.  It is anticipated that
 after approval, of an i~lOA,  DIA will .request OPSt~C and cover support from INSG~~.   Such
 support is already provided to ICLP by the Security Support Detachment, 902d ~~6I Group
 and Administrative Survey Detachment, and these organizations could feasibly provide
 similar support to the p.raspective DIA effort.
 e.  (S/CL--2/NOFORN)  In preparation for the ICLP transfer to  DIA, the ICLP
 manager directed the preparation of a staff study to provide the rationale pehind the
 preparation of the MOA.  A copy of the staff study is attached at e31ue TAi3 B.
 f,   (U)  Tr7e proposed i~10A wi11:   (B1ue TAB C)
 (1)  (S/CL-2/NOFORN)  Transfer all personnel currently assigned to ICLP to
 DIA.  It will involve the transfer of "Faces but not sraaces."
 (2)  (S/CL-2/NOFORN)  Transfer all ICLP documents to DIA,.
 (:3)  (S/CL-~/NOFORiV)  Transfer all equipment, maintenance contracts, rental
 agreements and on hand supplies to DIA.
 (4)   (S/CL-2/P~fOFOWV)   Permit  the  transfer.  of  the  two  ofi""'ice  buildir~rgs
 currently occupied by ICLP to DTA.  TI7is will be accomplished by an ISSA between DIA
 and Fort Meade after the effective date of tr7e MOE1.
 g.  CS/C~_-2/NOFORN)  It is recognized ar7d accepted that the deactivation of ICLP
 acid its subsequent transfer to DIA wi11 be a major task.  With a positive approach
 and complete cooperation from the INSCOM  staff,  however,  the  transfer can  be
 accomplished  with  INSCt~i' s  best  interests  irr mind  and  minimum disruption  to  ICLP
 operations.
 h.   (U)   Recommend that  after review and  approval  by  CG,  INSCOM,  the' ~~OA  be
 forwarded unsigned to OACSI, DA as a concept paper far their coordination and
 approval (a suggested cover letter has been drafted, and is attached at Glue TAD D).
 CG, INSC0~1 could then sign the MOA tivhen it is returned open completion of the DACSI
 action.
 (U )   Wt~A~T THIS ACTION WIl_t_ ACCOMPLISH :
