Open AI Summary

This memo, dated July 1984, is from I. Swann to Hal and discusses the completion of Stage 1 training in the CIA's Stargate program. Four trainees finished Stage 1, which primarily took place in the New York office. The trainees successfully learned the technicalities of Stage 1 and expressed a desire to move on to Stage 2. The memo also includes a chart showing the number of simulated training sites required for each trainee to achieve Stage 1. The count of necessary training sites was higher than initially expected. The memo mentions previous trainees from a terminated prototype project and two earlier client-selected trainees, with their respective numbers of simulated site sessions. The average number of sites necessary for each group is also provided. All three training programs were delivered in the same manner, with the same orientation, lectures, coaching, and instruction. The environment for the last group was described as being peaceful without any upsets.

Subject: Stage 1 training completions (Preliminary report)
All four client-selected trainees who had embarked on S-1
at the beginning of the year, finished S-1 on or about July 20, 1984.
The greater part of the training took place at the New York office.
Each of the trainees achieved competence in learning the technicalities
of S-l. The training was enthisiastically received. Each wished to
go on to S-2, which, at this writing, has already commenced.
In terms of the quantity of simulated sites that were necessary
for each trainee to achieve S-1,
The following t$E chart illustrates the number of simulated
sites that were necessary for each trainee to achieve S-1:

estimated timing for S-1 that was indicated in our proposals, was
somewhat less. This time requirement was based upon the work of five
previous trainees in the original prototype project, which was
terminated in November 1983. The amount of simulated sites necessary
for these five to complete S-1 is as follows:

In addition to these five prototype trainees above, our estimation
of time and sites necessary to achieve S-1 also rested upon the overall
results of two pcev?oxe3:y earlier client selected trainees, as follows:
 S-1, phase one S-l, phase 2 Total

The averages for the three groups are as follows:
 Five prototype trainees:

 First cliented selected group
 53

 Second client-selected group:

All three training programms were dilivered exactly the same, with
the same orientation and theoritical lectures, and the same coaching and
instruction during practical work, modified only by having to take into
account the individualities of each trainee, as has been our policy.
In fact, the environment xt in which the last group worked was much
different from the environment at SRI in Menlo Park, due to the fact
that there were no upsets at all, and the environment was benign and
 peaceful.
