 1.               (S/CL-3/NOFORN) The  INSCOM  CENTER  LANE  Proiect  (ICLP)
 Training  and  Applications  Procedures  (TARP)  document  is
 submitted herewith  for  review and appropriate              action  by  the
 INSCOM Human  Technology Review  Board             (IITRB)  .   ICLP trains
 selected project personnel   to perform psychoenergetic tasks and
 employs trained personnel operationally to support intelligence
 and  counterintelligence  requirements     in           collection,  target
 acquisition, and deception. The attached TAAP is a revision and
 amplification  of  the  GRILL  FLAME  (CENTER                LANE's predecessor)
 Protocol submitted to the Chairman, Human Use Committee, US Army
 Medical  Research  and  Development  Command,                  Fort  Detrick, MD  in
 June 1.981.
 2.   (S/CL-2/N0!-'ORN)  Over a period of 6 years,             since INSCOM's
 involvement  with  psychoenergget ics   began  in  1977,  the  Army
 General Counsel,   Army Surgeon General,  DIA General Counsel,                    and
 DoT) General  Counsel   determined  that GRILL                   FLAME/CENTER LANE
 activities  constituted  experimentation   on human  subjects under
 Procedure  13,  Del)  Directive  5210.1-R.     That                  decision has
 ARMY review(s) completed.

 required   INSCOM to obtain  approval  from the Under Secretary or
 Secretary  of  the  Army  to continue  its  program  on  a            regular
 basis.   The  Secretary of  the Army  last  approved  the 1CI,P  on  1
 September 1983.

 continues  to constitute human use and requests Secretary of the
 Army approval  to continue   1CI,P a.ctiviti.es,        request clarification
