 SUBJECT:   DIA Psychoenergetic Funding Initiative (S/CL-2/NOFORN)
 1.   (S/CL-3/NOFORN)   I received notification on 17 May 1984 from
 LTC Fox   DAMI-ISH     CSI,  DA and confirmation on 18 May 1984
 from                   DT 5-A, DIA that MG Odom, ACSI, DA did not
 approve   Army s  continuation  of  the  DIA's  psychoenergetics
 research effort by accepting $600K U.SDRE P-6 funds.
 2.   (S/CL-3/NOFORN)   The  INSCOM CENTER LANE Project  (ICLP) was
 not directly involved in the DIA/ACSI action and,     therefore,  is
 not  in a position at  this   time to provide  details  on  either
 alternate courses of action available to DIA to finance      their
 psychoenergetic  initiatives  or  the  rationale behind  the  ACSI
 decision.   No immediate adverse  impact on the ICLP is expected
 as a result of the decision, but if DIA is not able to continue
 its R&D efforts by FY 85,  the ICLP will have no R&D base from
 which to plan its activities for FY 87 and beyond.
