SUBJECT: Continuation of CENTER LANE MIAS Advanced Training
(S/(',L-4/NOFORN)
1. (S/CL-4/NOFORN) During an INSCOM CENTER LANE Project (ICLP)
update brief on 13 April 1984, MG Stubblebine, CG, USAINSCOM
stated that during his 13 March 1984 visit with LTG Brown,
Director of the Army Staff (DAS), FHQ, DA, the DAS directed
cessation of all INSCOM involvement with Monroe Instil:ute of
Applied Sciences (MIAS). LTC Brown's directive was based on his
perception that there was inadequate oversight of the INSCOM
RAPT program with MIAS. MG Stubblebine concurred with the
decision to cancel RAPT until the program could be evaluated,
but recommended to LTG Brown that not all involvement with MIAS
be terminated because the ICLP' has separate advanced training
programs with MIAS and Mr. Robert Monroe which were not
connected with RAPT but are important to ICLP . LTG Brown
approved the continuation of the ICLP training with MIAS and Mr.
Monroe.
2. (S/CL-3/NOFORN) MG Stubblebine directed LTC Buzby to
prepare an MFR on LTG Brown's decision and to use that as the
basis for ICLP continued involvement with MIAS and Mr. Monroe.
