 SUBJECT:  Security Review of "THE MIND RACE" (U)
 1.   (U)  Reference;  THE  MIND  RACE,  Understanding  and  Using
 Psychic   Abilities;  by  Russell Targ  and  Keith Harary;  Random
 House (Villard Books); 1984.
 2.   (C)  Ref:  Page  5,  paragraphs  3 &    4;   Russell  Targ
 specifically states;  "The U.S.  government has been supporting a
 psi  research  program at  SRI  International   (formerly Stanford
 Research Institute) in Menlo Park, Clifornia,  for more than ten
 years. This    multimillion-dollar  program  has been    exploring
 techniques to increase the accuracy and reliability of a human
 perceptual ability known as remote viewing."   "Both authors have
 been active in laboratory psi research since the early 1970's,
 at SRI and elsewhere."

 5.   (S/CL-1/NOFORN) With regard to the above paragraphs;       it is
 the opinion of the undersigned that there is no direct security
 threat  towards CENTER LANE Project by the     book  as  published.
 However;  it is the opinion of the undersigned that the original
 agreement with Dr.'s Puthoff and Targ stipulated that under no
 condition  would  any  material  produced  or  developed  during
 training at SRI-I be released to anyone without specific request
 and approval of the CENTER LANE Project Office.      To my knowledge
 such approval was never requested or obtained.   This event could
 thereby  be  construed  as  a  "Bad Practice"  with  regard  to
 security, although in itself not a specific security breech.
