 provided  a  CENTER  LANE  briefing  to  MG        Odom,  ACSI,  DA,  in
 response to his request.   Also in attendynce  were                 COL Guild,
 UCSOPS,  INSCOM;  LTC Foley/and     LTC  Fox,         DAMI-ISH,  OACSI.
 Attached  is  a  copy  of  the      briefing  script (Incl          1). At
 Inclosure 2 is a book of information papers which was prepared
 in support of the briefing.         The subjects of these information
 papers are as follows:

 The only   information paper read  by  MG Odom  was  "CENTER  LANE
 Personnel Selection Procedures"  (TAB F,  Intl 2).   Also prepared
 for the briefing was the  "CENTER LANE Selected     Projects Book"
 which documents in detail 6 of the 31 projects conducted by this
 office   since MG Odom's  last  briefing  in November  1981.   The
 "CENTER  LANE Selected    Projects Book"  is  maintained  under
 separate cover by this office.   During the  briefing,    MG  Odom
 scanned  the  book  which       contains Agent Reports,   cuing
 information,  and sponsor   evaluations, and  read carefully   the
 summary sheets provided for each of the six selected projects
 (Incl 3).
 2.   (S/CL-3/NOFORN)   The briefing was well received by MG Odom.
 During the briefing,    MG Odom asked several pertinent  questions /
 and made several astute comments.   They are listed below:

 d.    (S/CL-2/NOFORN)   When  did INSCOM  go  from  R&D  to
 operational and who told them to do so?.  (OACSI tasked to find
 out.)   NOTE:   CENTER LANE and  GRILL FLAME efforts have always
 had  concurrent  R&D and   operational activities. The   approval
 procedures  for  the  efforts  were available  in  an  Information
 Paper,  subject:    CENTER        LANE  Approval  Procedures (U),  but  the
 flow of the briefing did not permit MG Odom to review the paper
 at the time the question came up  (TAB C,  Incl 2).

 f.   (U)   MG Odom asked several questions about the selection
 and  screening   of  personnel  as  he  reviewed  the  selection
 information     paper.  He  wanted  more          information on  the
 psychological  tests    used  by the  Staff  Psychologist.   LTC
 Hartzell has been tasked to provide this information.
 g. (S/CL-3/NOFORN)     MG Odom directed that RAPT will not be 1/ -t
 used  as  a  screening  tool  for  CENTER         LANE until oversight
 problems are resolved.
 h.   (U)  Who  are POC's  at  CIA      and   NSA?   (Complete  answer
 provided.)
 i.   (U)  Who decided on the projects  (work statements)           in
 the proposed DIA P-6 MIPR?   (Complete answer provided.)   MG Odom   7
 stated   that  the  ACSI  staff  had        some  internal  coordination
 problems   to  resolve  concerning this  issue  that  were  not  of
 INSCOM concern and terminated further discussion on the subject.
