 SUBJECT:   MIAS Briefing to the Secretary of the Army, 5 January
 1984 (U)
 1.   (S/CL-4/NOFORN)   On 5 January 1984 from 1405 to 1435 hours,
 LTC  Brian  Buzby  and  Mr.  Fred  Atwater,  INSCOM  CENTER  LANE
 Project, met with Secretary of the Army, The Honorable John A.
 Marsh at the Pentagon to discuss Mr. Robert Monroe,  The Monroe
 Institute of Applied Sciences (MIAS) and INSCOM involvement with
 MIAS.   LTC Gerald Fox, DAMI-ISH, ACSI, DA and LTC Larry Brewer,
 Assistant Executive Officer to the Secretary of the Army also p,yi
 were present.   Approximately  15 minutes into the meeting,  LTA'
 Arthur E.  Brown,  Director of  the Army Staff,  walked into the
 meeting.   LTC Buzby began the meeting by handing the Secretary
 the information paper on Mr.    Monroe and MIAS and then,  at the
 Secretary's request,   summarized the contents of the paper.   A
 copy of the information paper is attached as inclosure 1.
 2.   (S/CL-4/NOFORN)   Upon completion of the discussion on the
 contents of the paper,  the Secretary of the Army asked a series
 of questions on RAPT, CENTER LANE and MIAS.   Information on the
 following areas was provided to the Secretary:
 a.   (U)   Additional background information on Mr. Monroe and
 the MIAS organization.
 b.   (U)   The application and benefits of MIAS training to
 INSCOM.

 c. (S/CL-4/NOFORN) INSCOM's use of MIAS which included an
 explanation of RAPT training, the CENTER LANE use of Mr.  Monroe
 in a personal services contract, the number of INSCOM personnel
 who have attended RAPT training,   and the number of CENTER LANE,
 personnel       who have  received  Hemi-Sync  training. I  placed
 emphasis on the point that   RAPT was       a  screening vehicle  for.
 selection of personnel for future integration into the CENTER
 LANE Program.   Also included  in  the  discussion  was  a   brief
 explanation of a current CENTER LANE project and the use of the remote viewing process in intelligence collection and how the   ``
 Monroe "one-on-one" training refined the remote viewing process.
 d.    (S/CL-4/NOFORN)  After  the  explanation  of  the
 "one-on-one"  Hemi-Sync  training  for CENTER LANE  sources,  the
 Secretary  asked  if  the  training  was  in  violation  of
 Congressional directives on human experimentation.   Mr. Atwater
 stated that the individual that received the training signed a
 statement of informed consent form as required by Department of
 the Army and Department of Defense directives.      LTC Fox  then
 reviewed the DA and DoD legal review process that lead to the
 Secretary's approval of CENTER LANE as a human use project.   I
 added that all personnel associated with CENTER LANE signed an
 informed consent form.   I concluded the discussion by telling
 the Secretary I guaranteed that CENTER LANE human use procedures
 were correct and in compliance with appropriate directives and
 regulations.   The Secretary added "good."
 e.    (S/CL-3/NOFORN)   LTC  Fox,  Mr.  Atwater  and  I  then
 responded to the Secretary's questions on whether we had met Mr.
 Monroe and what our impressions of him and the MIAS were.   All
 three individuals provided positive responses.
 3.    (U)    The  Secretary  concluded  the  discussions      at
 approximately  1435  hours.   He    thanked  the  participants  and
 stated he would see them again soon.
 4.   (S/CL-3/NOFORN)  After discussions with the Secretary, LTC
 Fox, Mr. Atwater and LTC Buzby met with LTC Brewer from 1435 to
 1505 hours.   The purpose of  the meeting was to determine the
 status of the  Secretary's  current     interest  in Monroe,  CENTER
 LANE and the Monroe process.    LTC Brewer anticipated that the
 Secretary would probably request additional information on MIAS
 and he wanted to be prepared to respond to        that  request.   I
 recommended that if the Secretary wanted additional information
 on MIAS that he should consider a visit to the Institute and a
 "one-on-one" session with Mr. Monroe.   I offered to set up such
 a meeting if that was desired.   I recommended that it be no less

 than two days.   LTC Brewer accepted the offer and indicated he
 would contact us later.   LTC  Brewer was  unable  to provide  a
 definitive  reason  that  explained  the  Secretary's  current
 interest in the Monroe Institute or MIAS training.   He did state
 that the Secretary has had an interest in individual personal
 improvement for many years and the current interest was just a
 fall-out of that interest.
