 Dear Mr . Dolen:
 (S/CL-3/NOF'ORN)   I have received and reviewed the technical
 proposals  and  contractual  provisions  for  SRI International
 (SRI-I)  proposals ESU 83-134,  83-144,  83-145, and 83-148 and
 find them technically acceptable.     I plan to  issue a letter
 order contract for the four proposals i have received and for a
 fifth proposal on extremely low frequency (ELF)  research which I
 have not received.   The letter order will issue a contract for
 the five proposals at a firm fixed price of  4-69,925.
 (S/CL-3/NOFORN)    I  have  some  contractual questions  and
 requirments to address for which  I must have answers before a
 contract can be offered.
 a.   I require a letter from a    senior  corporate official,
 preferably the SRI-I President/Chief Executive,  designating the
 individuals that can contractually bind SRI-I.

 b.  Work on proposals ESU 83-134, 83-144 and research on ELF
 (ESU   83-147)  must  be  completed  within  12  months  of  SRI-I
 acceptance of the contract.   Training under ESU 83-148 must be
 completed within 6 months of initiation and training under ESU
 83-1.45 must be completed within 12 months of initiation.   These
 are changes  to  the proposals  as   you prepared  them and    are
 necessary to fulfill operational     requirements.   As  I discussed
 with you on 18 October 1983, training under proposal ESU 83-145
 will not begin until  9 January 1984,  and will be for       three
 people.   I plan to have the individual ready to begin Stage V
 training by late January 1984.
 C.   Please provide an explanation of  the following terms
 identified under the cost estimate section of the contractual
 provisions.
 (1)   Research Overhead
 (2)   G&A
 (3)   Support Costs Burden
 3.   (U)   I would appreciate an expeditious reply to my requests
 so that  I may issue a letter order for the five proposals.   My
 target date to issue this letter order is 1 November 1983.
