(C) ORIGIN OF ACTION: CG, INSCOM directed Project CENTER LANE be implemented.
(U) DISCUSSION:
a. (C) CENTER LANE operations originate from a compartmented project directed by
the ACSI, DA, which began in October 1978. Operational control was transferred to
INSCOM in February 1981, where it was placed under the ADCSOPS-HUMINT.
b. (S/NOFORN) In the FY83 budget process, the congressional intelligence
committees directed that Army curtail operational activities on the ACSI project within
the National Foreign Intelligence Program at the end of FY82 (Tab 'A).
c. (C) To meet congressional direction, CENTER LANE will be implemented within
the Security Support Detachment (SSD), 902 MI Group (MIG) and funded from the
Security and Intelligence Activities (S&IA) Program.
d. (C) GREAT SKILL spaces have been provided by CDR, ASD. Other spaces have been
obtained from HQ INSCOM (TAB B).
e. (C) Operational control will initially be retained by ADCSOPSHUMINT. Under
this arrangement, CDR, 902 MIG needs written guidance (an. LOI) on his role and
responsibilities (TAB C).
