 Dear Per. Secretary:
The Committee of Conference on the Fiscal Year 1983 Intelligence
Authorization Bill has agreed to reconcile the positions of the House and
Senate concerning GRILL FLAME by funding the program at a level of
#300,000. This amount will permit the Defense Intelligence Agency (DIA)
to complete the third year of a three year contract with Stanford Research
Institute (SRI) and to evaluate the results of this rn lti-,bear effort.
As you are aware, the House Permanent Select Committee on Intelligence
has watched with interest Defense Department research into
parapsychological applications. The CorTnittee requests, therefore, that a
comprehensive report be prepared documenting the results of the SRI
contract and that it be submitted to this Committee not later than October
16, 1963. The report should discuss the met;rodology and findings of the
research effort to include all relevant statistical analyses on remote
viewing trial applications. It should also address appropriate
recormendations for future research or operational applications of
 parapsychological phenomena.
With every good wish, I am
