 MEMORANDUM FOR  ADCSOPS-HUMINT
 SUBJECT:  Purchase Request (U)
 1.  (U)  The attached DF requests the purchase of the following:
 a.  (U)  Three Cassette Tape Decks, AIWA AD-R5000.  The decks are available
 at Audio Associates, 929 Fairlawn Avenue, Laurel, MD.  The price is $420.00 each,
 plus tax.
 b.  (U)  One Stereo Audio Mixer which is also available at Audio Associates
 in Laurel.  The price is $200.00, plus tax.
 2. (S/NOFORN)  JUSTIFICATION:
 a.  (U)  The tape recorders on hand no longer provide adequate reliability or
 versatility to support our mission.  The on-hand records were purchased in 1979,
 as temporary units.  They are inexpensive (2@$46.00 and 2@$69.95), low quality
 cassette recorders designed only for occasional home use.  This office has con-
 ducted approximately one hour per day of recording since 1979.  This rate of
 recording will increase in the future.  As the hours of recording have increased,
 equipment malfunctions have become more prevelant.  Reliability of recording
 equipment is essential to accurate transcription and eventual reporting of
 intelligence collected by this office.  The cost of repairing on-hand equipment
 would exceed the replacement cost of like items.  What is needed is better equipment
 that will serve our needs now and in the future.  On-hand recorders can continue
 to be used during training and for reviewing for accuracy previous session trans-
 cripts.
 b.  (S/NOFORN)  The Aiwa AD R50OU Cassette Decks are required because of their

 superior construction and reliability.  They are designed as
 for long life and durability.  Their metal tape capability and bi-directional
 operation are unique features.  Metal tape will enable permanent record and high
 use rate (daily training) of the Monroe Training which is being implemented.
 (See Appendix A with Inclosures.)  The Monroe Training tapes will be copied on a
 metal tape format thereby extending their useful life (an actual dollar savings
 in the long run).  Bi-directional operation will allow for continuous recording
 of remote viewing sessions eliminating the interruption of the RVer by stopping
 the session to turn over the tape.  Also bi-directional operation will allow for
 the continuous playback of Monroe training tape while in use in this office.

 c.  (S/NOFORN)  The cassette decks will also be used for the recording of
 biological monitoring data simultaneous with the viewer's impressions of the
 target. Biophysical monitoring data will be used to determine the accuracy/
 reliability of the viewer's impressions.  This office has submitted changes/
 additions to the INSCOM GRILL FLAME Protocol concerning the use of non-intrusive
 biophysical monitoring devices.  (See Appendix B with Inclosures.)
 d. (S/NOFORN)  The NUMARK DM-1000 Audio Mixer is required for use in con-
 junction with the above cassette decks and their application to the Monroe
 training.  The DM-1000 mixer is a heavy duty piece of equipment with the capability
 of mixing the audio sources of the above recorders with the voice of the trainer/
 interviewer.  By mixing trainer/interviewer with the Monroe cassettes the program
 can be tailored to the specific training requirements of the RVer and the opera-
 tional requirements of specific missions.
 e.  (U)   The above equipment has been specifically selected as mission
 required.  It will fulfill present and anticipated needs for the near term.  No
 substitute. of items listed is authorized as this office has conducted extensive
 research and determined that these are the only acceptable items for mission
 accomplishment.  IMDSO or ICF purchase and IBP of items is recommended.  Request
 must go through DCSLOG for IBP items. Prior coordination with supply has been
 affected.  POC is Mr. Hamilton.  IMDSO wants brand names and local POC for
 purchase.
