 M/R:  Both Dr. ~   and Dr.          have indicated considerable interest
 persuing issues and lines of inquiry concerning the Soviet Threat which
 were raised during the studies of the 0 signal.  Of chief interest is  .
 the-question of a multi-disciplinary medical/behavioral threat depicted against
 SIGINT site/communications personnel.  Both are familiar with the
 Threat and medical studies to some extent, and believe as I-d9 that these
 some kinds of,questions need to be asked periodically about suitable environments.
 All of us are familiar with the DIA Controlled Offensive Behavior Study
 of the Army Surgeon General Medical Intelligence Office dated 1972.  Highlighted
 in this work were various efforts at Soviet behavioral control involving' drugs,
 physical abuse, electrical methods, and parapsychological and' psychological
 methods of behavioral control or personality destruction.  In-his study of KGB
 training and the mentality of the KGB officer, Dr. 0 found a considerably
 and unexpected emphasis on parapsychology.  (During his 1975 interrogation of
 experiments aimed at developing paranordal abilities.)  Khokbiov in )is?BBC film
 appearance about Georgi Markov worried about increased KGB and Bloc Secret Services'
 aggressiveness against the West.  Greatly increased Soviet Bloc intelligence
 activity has been noted in the U.S. particularly since 1975.  Soviet interactions
 with the Jonestown group left many questions related to the range, diversity,
 and aggressiveness of Bloc intelligence to destabilize and disorient Western
 Society and specific targets.
 Recent studies referred to by Dr. W. Ross Adey of the Veterans Administration
 Hospital in Loma Linda California, call into question again, the effect of low
 levels of specific kinds of microwave radiation.  Frequencies. used by the
 military radars have been shown to cause changes to brain chemistry.  (It-causes
 the release of a large amount of calcium ions which affects brain signal
 transmissions.)
