 Here are my comments on the Findings and Recommendations-I hope
 you find them usable.
 I'm particularly concerned that the quite negative tone of Findings
 1 and 2 lend very little support to the Recommendations.  In addition,
 Recommendation 1 really requires, I think, more committee discussion.
