N MK'Per discussion (ZA-Stoner) on 2 Oct, attached
is draft memo to Dr LaBerge regarding the GF Steering
Committee. Given the very sensitive issue of program
management locus and whether that should be upgraded
and switched to the R&D community, ZA may wish to
take the memo to Dr LaBerge and discuss it face-to-face
as a separate issue. By intimation the memo address
line recognizes Dr LaBerge as the senior committee
member. Hopefully, he will take the natural opportunity
to pick up the reins. His inclination to do this
may have been revealed in a comment his military
assistant made just before departing Army: "Dr
LaBerge is mulling over whether or not to 'take' the
project with him."
