SUBJECT: Minutes of the Grill Flame Committee Meeting, 14 Feb 79 (U)
1. (U) The Grill Flame Committee meeting was held at 0930, 14 Feb 79.
2. (U) Attendees:

3. (U) As a result of discussion on access to GRILL FLAME information,
a master list of Grill Flame Committee representatives was established
(Incl 1). All information should be sent through agreed-upon security chan-
nels to these representatives; secondary distribution in each organization
is to be determined by that organization.
4. (U) The goals and objectives of the committee as agreed to by the
attendees are attached as Inci 2.
5. (S-ORCON) Dr. Vorona reviewed the briefings presented to the House
Select Committee on Intelligence on 13 Feb 79 by himself and Hal Puthoff
and Russ Targ of SRI as well as the discussions that followed. One of
the primary concerns is the level of funding for SRI. Up through 31 March
1979, the following monies have been allocated:
$10O K from FTD
$115K from AMSAA
$ 20K from DIA
Beginning 1 April 1979, the following monies are proposed for allocation
to SRI:
$ 75K ACSI/INSCOM/AMSAA
$ 35K
$75 to $IOOK MIA
$ 50K DIA

Congressman Rose recognized the critical financial situation of the SRI
program. In response to Congressman Rose's inquiry as to what the Com-
mittee could do, Dr. Vorona commented that a strong letter to DoD should
remove the reluctance of some people to deal with the subject of psycho-
energetics.
6. (S-ORCON) In addition to further discussions of optimum funding
levels for SRI (400-500K/year), other outside sources of the capability
as well as ongoing and proposed in-house programs were discussed.
7. (U) It was suggested that the next meeting of the Grill Flame Com-
mittee be scheduled for the end of March 79.
