 From: Commander, Naval Intelligence Command
To: Director, Defense Intelligence Agency (ATTN: Deputy
Director for Scientific and Technical Intelligence)
Subj: DoD Program on Remote Viewing (S/ORCON)
Ref: (a) DIA ltr ser S-1863/DT-1 of 6 Sep 78
 1. (S/ORCON) In reply to reference (a), I have reviewed. the
minutes of the 24 August 1978 meeting of the DoD Committee on
Remote Viewing. I share your concern that the current require-
ments and funding may not be sufficiently coordinated and will
provide support by the Office of Naval Intelligence (ONI) and
Naval Intelligence Command. (NAVINTCOM) as appropriate to better
 coordinate future efforts.
 2. (S/ORCON) With regard to Navy representation on the proposed
 committees/groups, ONI/NAVINTCOM will provide representation
as appropriate. Enclosure (1) to reference (a) was not entirely
clear as to whether the existing DoD Committee on Remote
Viewing would be replaced. by the proposed Advisory Committee.
I would suggest that the policy guidance be provided by a
group comprised of the Service Deputy ACSIs and. the Working
Group consist of highly qualified scientific advisors to
 the Service ACSI's.
 3. (S/ORCON) I am unable at this time to pledge a specific
level of funding support. It would appear that basic
research funds should. be applied to this effort until the
results warrant the application of advanced research resources.
I shall attempt to identify a source of basic research funds
with which to pursue this effort.
