SUBJECT: DoD Program on Remote Viewing (S/ORCON)
1. (S/ORCON) Enclosed you will find the minutes of a meeting
held in my office on 24 August 1978, the primary intent of
which was to initiate a coordinated DoD and Services effort
to establish a program in remote viewing for intelligence
purposes. Current requirements and funding are uncoordinated;
however, a unified DoD/Services program would significantly
improve the efficiency of the U.S. effort, reduce redundant
research and make results available equally to the DoD and
Services.
2. (S/ORCON) We ask that you review the minutes and provide
us with your comments on the proposed make-up of the
Advisory Committee and Working Group, funding levels you
might be able to sustain over the next five years (beginning
in FY 79), and any general remarks you wish to make on the
research and applied aspects of remote viewing. Please send /
your comments to my office no later than 18 September 1978.
Subsequent to the receipt of these comments and evaluation of
everyone's responses, we will be in touch with you, or your
designated representative, and inform you of the time and
date of the next meeting and proposed agenda.
3. (U) I remind you of the extremely sensitive nature of the
program and request that you maintain strict control of all
documents transmitted to you.
