SUBJECT: Discussions with Mr. Dale Graff. of the Foreign
Technology Division (FTD) of the Wright
Patterson AFB, Dayton, Ohio, 20 April 1976
1. After learning of some CIA sponsored investiga-
tions into parapsychology at Stanford Research Institute
(SRI), Mr. Dale Graff, member of the FTD scientific staff,
cabled a request for more information.- The request was
received through the DDS&T ar~d D/OTS. Instructions from
D/OTS were to give FTD what information they desired.
2. Mr. Graff was met and k3riefed by myself and ~ SG.1A
BAB concerning the h~.story and results of CIA s
&D e ores in parapsychology. (Also, two copies of the
SRI final .report were mailed to Mr, Graff) He was told
of the existance of experimental operational tests. No
details of the o erational tests were shared. He was
told by that the operational test results were
not overw e ming y good bu-t rather a mixed bag, some very
interesting apparent hits, some total misses.
3. Mr. Graff admitted he has already committed 50K
to SRI with the intension of providing another 50K next
fiscal year. The program objective is to develop remote
viewing for applications involving FTD requirements an(3 to
do some work on assessing the Soviet R&D in parapsychology.
FTD and consequently Mr. Graff does not have a charter
which allows him to do research. Therefore, he was very
pleased to learn that some basic work had been done by CIA.
Even if the research was not favorably received by CIA/
ORD, it would provide guidance f.or his program. He was
also interested to learn about the contract administration
difficulties (final report one year late,-threats of cast
overruns, etc).

4. Finally, Mr. Graff invited OTS to closely follow
his program. we were invited to attend reviews, talk to
-SRI directly and make suggestions if we care to.
