CIA-STARGATE

Open AI Summary

This document is a letter from the Stanford Research Institute to the CIA requesting an increase in scope for Contract Number 1471(S)73. The purpose of the increase is to include an additional subject, Uri Geller, and an additional staff member for the remaining two-and-a-half months of FY 1973. The request suggests funding the increase at the same rate as the basic contract, effectively doubling the overall effort for the remaining period. The experimentation during this increase in scope will focus on validating the phenomena under consideration using sponsor-supplied materials and techniques. The experiments will include the retrieval of sponsor-controlled information in a double-blind procedure with a pre-agreed protocol. If early success is achieved, the remaining time will be used for further experimentation in preparation for a follow-on program. If there is a significant degree of validation, there may be a possibility of a demonstration on the East coast for a group of sponsor-selected individuals. The attached itemized list provides the estimated cost for the increase in scope covered by this proposal.

In response to your request of 27 March 1973, enclosed is a request
for an increase in scope of Contract Number 1471(S)73. The goal of the
increase in scope is to permit the inclusion of an additional subject
(Uri Geller) and an additional professional staff member during the re-
maining two-and-one-half month period of FY 1973. The suggested funding
rate of the increase in scope is that of the basic contract which covers
a similar effort, increasing the overall effort for the remaining period
 by a factor of two.
Experimentation during the additional effort is to focus on providing
validation of the phenomena under consideration in terms of sponsor-supplied
materials and techniques. In particular, experiments involving the re-
trieval of sponsor-controlled information will be carried out in a double-
blind procedure using a protocol agreed upon in advance by sponsor and
 client.
In the event of early success which meets sponsor requirements for
validation, the remainder of the time shall be devoted to further experi-
mentation mutually agreed upon in preparation for an assumed follow-on
 program.
Assuming a significant degree of validation in this experimentation,
consideration will be given to the possibility of a demonstration on the
East coast, under appropriate conditions, for a group of sponsor-selected
 individuals.
The attached itemized list gives the estimated cost for the increase
in scope covered by this letter proposal.
