 VIA                 CIA Management Committee
 SUBJECT             Request for Approval of Contract
 1.   Action Required:   Your approval is requested for
 TSD to increase the scope of a contractual agreement with
 Stanford Research Institute, Menlo Park, California and
 expend additional funds in the amount of $18,474.00.   An
 amount of $49,909.00 has already been approved for the
 basic contract which is 35 percent completed, and the new
 total will be $68,383.00 of which $49,909.00 is being
 provided by TSD and $18,474.00 by DDS1T/ORD.
 2.   Basic Data or Background:   It has long been
 claimed that certain gifted in ividuals have had the
 ability to perceive and produce physical effects by para-
 normal means.   Recently, two individuals, Mr. Uri Geller and
 Mr.  Ingo Swann, appear to have demonstrated certain of
 these abilities under controlled laboratory conditions.
 The abilities of these individuals  (unwitting of Agency
 sponsorship) are being submitted to a serious scientific
 investigation, part of which is being supported by the
 above mentioned project.   The goals of the current project
 are to achieve unequivocal scientific verification of the
 existence of these abilities.   Should such verification be
 obtained, the nature of the phenomena will be investigated.
 ORD will undertake the long range task of understanding
 and measuring the phenomena with the goal of establishing
 a physical understanding or basis so that further exploi-
 tation may proceed in a systematic manner.   TSD will
 simultaneously explore the limitations and properties of
 the phenomena attempting to establish cause-effect relation-
 ships which can lead to more immediate exploitations.
 Some of the results of this project are summarized in the
 attached technical memorandum.  More complete and current

 3.   Staff Position:   This action has been approved
 by C/TSD.   Even though the likelihood of success of
 this project cannot be accurately estimated, the
 uniqueness of these phenomena and the potential appli-
 cations justifies our interest.  Mr. Geller, for example,
 appears to have the ability to reproduce certain documents
 he has never seen which are sealed in double envelopes
 remote from his person.   Verification of this ability
 and understanding its limitations could be of significance
 to the Agency in both offensive  (covert operations) and
 defensive  (security) applications.
 ~~ rb  4.   Recommendation:   This project is worthy of the
 stated increase in scope and consideration for continuance.
 The investigation sponsored here distinguishes itself from
 past efforts in that well controlled laboratory tests
 are being completed on only the most gifted available
 subjects.   This approach appears to be producing results
 and the results are as uncontrovertible as possible.
