 STARGATE
 The conferees agree to provide $2,000,000 for the STARGATE
 program as proposed  by  the Senate.  The  conferees. support the
 continuation of DIA's specialized HUMINT initiative encompassed in
 the STARGATE program and, following  lasts year's practice,  are
 including R&D funding so that the program may pursue a long term
 .t                                                 .
 research  and  operations . plan  without  constant  review  and
 adjustment.
 The conferees direct 'that the Director of DIA realign ten
 civilian billets within DIA to be dedicated solely to the STARGATE
 program. In addition, the conferees direct that the $2,000,000 in

 ? 01A's fiscal year 1992 program funds be used exclusively for./the
 STARGATE  program and                  that  a  program  plan  for  the  funding  be
 prepared emphasizing the following areas:
 (2) an even balance between foreign assessments, operational
 activities and research, with the overall architecture of the
 program such that the three areas are related to and enhance each
 other;
 (3)  operational users should be identified in DoD and the
 intelligence community,  and the operations plan developed with
 appropriate attention to user interest; the conferees desire that,
 in  particular,  a  tasking  relationship  be  developed  with  the
 Department of Defense Special Operations Command; and
 (4) a report on the overall two year architecture be prepared
 and prdvided to the Committees on Appropriations within 120 days
 after enactment of this Act.
