 SUBJECT:    Declassification and Cooperation in Response to Congressionally
 Directed STAR GATE Program Review (U)
 Reference:  ORD/CIA Draft Memorandum, 21 February 1995, subject as above.
 1.  (C/NF)  Any decision on declassification actions regarding Project STAR
 GATE should be made by the CIA.  Executive Order 12958 "Classified National
 Security Information," states that in a transfer of functions, the receiving
 agency is considered to be the originating agency for any actions affecting
 program status.
 2.  (S/NF)  DIA has no objection to a declassification of the "fact of" a DIA
 program to employ paranormal phenomena for intelligence purposes.  If CIA
 decides to declassify this, or any other DIA-specific aspects of the STAR GATE
 project, please notify this Office two weeks in advance so that we can take
 appropriate steps to prepare our Public Affairs Office.
