 This  abandoned  vessel  could  have  been  sighted  by  an
 aircraft flying over it.        The vessel is of Central/South American
 origin. The fact that it was abandoned could lead one to believe
 that it is no longer wanted for its use.         In the past history of
 drug trafficking,  sometimes these types of vessels are abandoned
 once they have been utilized for such activities.          These types of
 vessels are usually old and dirty.   It is not perceived that the
 owners  are  looking  for  or  wanting  this  vessel       back  in  their
 ownership.   There is nothing on board this vessel.

 There are  a  small  number  of
 located in  the   Caribbean

 Sea  area  and  they  are  ideal  for
 transporting cargo undetected.                 The vessels have some technical
 communications  capabilities               and  are  run  by  South  Americans
 operating within this region.              They have carried drugs in the past
 consisting  of  white  packaged            cocaine    or  marijuana  and   some
 munitions  or  fire  arms  for             protection  purposes.   Since  these
 specific vessels tasked hereto were abandoned and no longer in use,
 it is reasonable to assume there is nothing of value found on them
 now.  This is not a solo operation but involves a highly organized
 group consisting of some LatinA.merican speaking individuals.                 A
 middleman of particular interest is tall with a sculpted face and
 long black hair.   A large profit for illegal contraband has been
 obtained  by   these  people  who  have  been  suspect  of              illegal
 activities in the past.
