 MEMORANDUM FOR THE DIRECTOR, TACTICAL S}~STEMS
 SUBJECT: Status Report on Non-Lethal Acoustic Initiative
 Per your instructions (attached) following my last report to you
 on this subject, we have contacted the acting Executive Secretary
 of the Foreign Material Program Review Board (FMPRB).  They
 require only a request for funding accompanied by a proposal
 which contains specifics of the proposed program with supporting
 cost estimate, test activities, schedule, etc.   Charlie Hawkins,
 the FMPRB chairman, may unilaterally approve the proposal or he
 may circulate it among the members for comment.
 I have instructed Don Henry to prepare a cautious and prudent
 approach to this project, structured in sequential phases to
 minimize up-front cost and risk.   Progression from one phase to
 the next is to be dependent on successfully completing the
 current phase.
 I expect to approach the FMPRB sometime during the latter half of
 April and shall' apprise you of the outcome.
