Summary:

This document is a report from the CIA's Stargate program, specifically providing information about three sessions that took place on February 16, 1993. In the first session, the viewer accessed an arch-shaped doorway leading to a parapet-like area with brownish-yellow stone walls. They observed a large underground dynamo/generator and a dam with water gushing from one of the ports. In the second session, the viewer encountered a steel tower with dark black and grey colors, indicating an AOL (analytical overlay), and discontinued access to the target. In the third session, the viewer saw an arched structure that appeared to be a castle or museum with grey/light blue walls and colorful banners. They perceived a body of saltwater to the west and a city to the east. The document also includes tasking information and evaluation records for this proficiency series focusing on target structures and configurations.

 E. SESSION SUMMARY:
 SESSION 01 - 16 FEB 93 - 1500 Hrs to 1530 Hrs - Desk-side Access:
----Initially accessed an arch-shaped doorway with walls leading
into the distance from either side of the doorway. At the foot of
the doorway, a walkway was perceived so that the overall impression
was that of being on some sort of parapet. The walls were made of
brownish, yellow stone. See sketch at ENCLOSURE 1. As I walked
through the door I perceived the presence of a huge, grey,
underground dynamo/generator estimated as being at least 20 to 25
feet tall. The dynamo/generator could be accessed and viewed from
a metal catwalk. See sketch at ENCLOSURE 2. From an overhead
perspective, the parapet and walkway became quite evident, Water
was gushing from one of the three main ports of some sort of dam.
To the left of the parapet was a huge black grey boulder that
seemed pertinent to the area. There was a dry gulch/ravine where
water should have been feeding into the dam area. See ENCLOSURE 3.
COMMENTS: There was a predominance of yellowish/brown inert (dead)
color that is indicative of strong AOL. Had to work through the
AOL. The only valid portion of this session was the arched
 doorway.
 SESSION 02 - 16 FEB 93 -1800 hrs to 1830 hrs - ERV:
----The target was immediately characterized by the gloomy colors
of grey and black while access to a steel tower, such as the Eiffel
Tower, unfolded before me. The prevailing dark black and grey
colors indicated the presence of an AOL worse than that encountered

in the first session. Therefore I discontinued access to the
target; however, the overall impression of the AOL representation
 is at ENCLOSURE 4.
COMMENTS: Because of the presence of grey and black, I knew I was
in some sort of AOL drive. Therefore, I did not pursue the effort
beyond the expression of the AOL.
 SESSION 03 - 16 FEB 93 - 2000 HRS TO 2030 HRS - ERV.
----The arched configurations appeared to fall into place as part
of a dominant structure that appeared as a castle or museum of some
historical significance. The walls were grey/light blue in color
and meticulously clean. There were colorful black and yellow
banners (German colors) as well as red white and blue banners atop
the arches/spires. See sketch at ENCLOSURE 5. From an overhead
perspective, the castle appeared located along the shoreline.
Immediately west of the castle was a body of salt water, while to
the east (right) of the castle was a city. The area reminded me of
The Hague in The Netherlands. As I insisted on determining the
area of access, I had a fleeting perception of the Low countries.
 See sketch at ENCLOSURE 6.
COMMENTS: From an analytical perspective, the only perception that
is worthy of credence is the reoccurring perspective of the arched
configuration. This is where I would start to continue this
 viewing venture.

 3. BACKGROUND:
----This project marks the start of a new proficiency series that
is based primarily on a target of "structures/configurations "
-- These configurations can be anything. However,
 buildings/structures will be dominant.
-- Targets will emphasize key elements that are unique or
distinct. They will be composed of specific shapes,
contours, configurations. Some targets may have
 multiple similar shapes/features.
-- Targets may be commercial governmental, military, or
 other, either historic or contemporary.
----Some targets will have a beacon person; others will not.
----There will be 10 targets in this series. They will be randomly
 selected from the target pool.
 4. ESSENTIAL ELEMENTS OF INFORMATION:
----Describe/sketch the key features/ shapes/contours of the target.
----Describe/sketch spatial relationships or relative sizes of the
 target features.
----Determine other features (colors, background), if dominant.
----Determine the purpose of the target structures.
 COMMENTS:
