Open AI Summary

The documents describe a potential operation involving drug trafficking in the Caribbean. The primary target is a man of Latin descent planning an air drop operation using a single-engine prop plane to pick up drugs in the Dominican Republic and drop them north of Cuba. The plan is for the drugs to be picked up by a medium to large merchant vessel and brought into the U.S. via the Florida Keys. The main person associated with the operation is currently near the Dominican Republic and will direct the operation. There is also mention of a second vessel, described as an aged shrimp or fishing trawler, coming from the vicinity of Great Inagua. The transfer of drugs between the two vessels is planned to occur at a specific location in an isolated cove or small harbor. Another document mentions a drug deal made in June involving an aircraft from Europe, with a pilot and co-pilot, delivering drugs into the ocean for a vessel to retrieve in August. The aircraft, with the call sign "Wimm," is described as possibly a DC-10 or smaller, with a white male in charge and a lot of cocaine on board. The operation is planned near the Turks and Caicos Islands, and the surface vessel involved is referred to as "El Unico."

 Feedback of JT4086 (31 JUL 90)
00B: (311115 JUL 90) appears to be a callsign relating to a young
male caucasian of latin descent who is planning an air drop operation originating with a
single-engine prop plane which will pick up drugs in the Dominican Republic, and air drop
them at a point north of the northernmost point of Cuba. Plans are for the drugs to be
picked up my a medium to large merchant vessel (NFI) and be brought into the U.S. at
a point in the Florida keys (poss. Key West?) approximately mid- to late next week. The
SG1Amain person associated with the is presently on a small craft near the
Dominican Republic and is not personally planning to take part in the operation, but just
to direct it. No alternate plans are made at present, but can be made later, if the present
 plan falls through.
OOF: 311306 JUL 90 is a large intercoastal freighter with a light
colored hull and white super structure. The super structure sets within the back 1/3 of
the vessel and there is a large single mast near the bow. There is a clutter of differently
shaped and sized objects on mid deck. This vessel is associated with Honduras ie.
registry in Honduras or the captain is Honduran. The operation entails a transfer at sea
SG1A between and a second vessel. The second vessel is a very aged shrimp
or fishing trawler which will be coming from the vicinity of GREAT INAGUA. It is barely
in operating order and is producing a lot of exhaust. There is an overwhelming sense of
depression associated with this vessel. The transfer will occur between 0001 and 0600
hrs on 01 AUG 90 at 21 08 N 71 47 W. It will occur within an isolated cove or small
harbor where the water is extremely calm. The cove/harbor is characterized by a number
of deteriorating wooden objects extending off shore in a linear pattern. There is a sense
that these wooden objects are either 1) an abandoned dock or wharf 2) a ship wrecked
wooden vessel or 3) an abandoned shack or compound/village now in ruins. The
shrimper/trawler is associated with the Bahamas in a similar sense that is
 associated with Honduras. SG1A
OOG: 086 900-1 1 00 A drug deal was made in June for an aircraft from Europe to deliver
a local drug drop of four packages of cocaine into the ocean wherein a vessel will pick
it up in early August. Both a pilot and co-pilot are involved with a generous amount of
drugs. Nothing has as of yet been provided and the vessel is waiting alone to
receive/retrieve the drugs. The drugs are in long plastic containers. This is a land to air
to vessel drug transaction. C66 GE is in reference to and the people involved.
